The Brief
The Temporary Accommodation Service (TAS) in Westport supports households affected by natural disasters by helping them find secure, safe and accessible temporary accommodation while their homes are repaired or rebuilt.
TAS was activated on 21 July 2021 in response to damage caused by severe rain and flooding on the West Coast of the South Island. Several homes in Westport were damaged, including 71 that were deemed unsafe and red-stickered. Further flooding occurred in February 2022 with more homes affected by this event.
Challenges Identified
Twenty houses, along with all associated infrastructure, were constructed within a tight 10-month timeframe. This was an extremely fast-paced project, with design often occurring in conjunction with site preparation activities.
What We Did
We provided multidisciplinary services, including environmental science, resource planning, topographical survey, geotechnical investigations, and structural and civil engineering design for both internal and external infrastructure to service the development and construction observation services.
Key project success factors included integrating future demand for external water infrastructure for the greater catchment, sizing potable water reticulation for 700 dwellings and structural attachment of water and wastewater rising mains to the Lagoon Creek Bridge. Our recommendation of the installation of an Aquatec Package wastewater pump station and buffer storage facility in lieu of a standard concrete pump station, created significant time savings. A first flush stormwater management area protects ecological values downstream.
Supported by our Christchurch and Nelson teams, the West Coast based team led the project and were on site regularly to oversee the construction work. Our ability to resource the job quickly and with the right people at the right time, enabled us to steer the project toward good outcomes to ensure efficient delivery.
