The Brief

Emily Heights is an 11-lot residential subdivision in Moncks Bay, Christchurch. We’ve been involved in the development since 1995, providing design, construction and post-earthquake remediation expertise to support a resilient community with access to adjoining land. Our work helped mitigate cliff collapse and rockfall hazards, supporting the site’s long-term suitability for future development. 

Challenges Identified

We first became involved through our planning team, who managed the consenting process relating to earthworks, land use and subdivision. Council certification of the development works and titles were due for issue in late 2010, however the Canterbury earthquake sequence resulted in significant land damage to both the Emily Heights development and neighbouring sites. The Canterbury Earthquake Recovery Authority (CERA) issued a s45 notice which restricted site access as a result of natural hazards resulting from the February 2011 earthquake.

What We Did

Independent EQC assessments observed significant ground cracking, interpreted as lateral movement of the neighbourhood towards the estuary. Of greater concern were fractured bedrock and loess material at the subdivision entrance, which GNS interpreted as Class 1 debris-avalanche and cliff-top recession hazards. CERA also identified potential rockfall sources that could further affect the residential sites. 

As a result, we were re-engaged by the developer to assess cliff collapse hazards, rockfall risk and the future suitability of the site for residential development.

Key Deliverables

Working closely with the client and Toitū Te Whenua Land Information New Zealand (LINZ), we developed a cliff collapse remediation plan and identified appropriate rockfall mitigation measures, enabling remediation of the development to proceed.
