The Brief

The Timaru District Council's Plan Change 21 was a significant step forward in promoting and facilitating the development of 27 hectares of residential land between Timaru and Washdyke.

Working closely with the Timaru District Council (TDC), we were responsible for developing an Outline Development Plan (ODP) and Infrastructure Servicing Plan(s) to ensure a cohesive and coordinated development plan for the entire area. 

Challenges Identified

Navigating the challenges of fragmented ownership, we created a coordinated and integrated approach to residential development. Partnering with the TDC, we actively involved the public and offered comprehensive support throughout the publicly notified planning process. 

What We Did

Our responsibilities covered all aspects of infrastructure servicing for the plan change. This included roading design, stormwater management (with a particular focus on addressing Washdyke Lagoon discharge), providing water supply solutions, and establishing sewer reticulation systems.

Additionally, we offered technical assistance and prepared submissions that were presented as evidence during hearings.

We delivered a comprehensive range of technical documents, reports, and presentations, ensuring the success of the plan change.
