Navigating the New Te Tai o Poutini Plan

What it means for the West Coast 

The decisions on the Te Tai o Poutini Plan (TTPP) were released on 10 October 2025, as notified by the Te Tai o Poutini Plan Committee Hearing Committee. The new plan marks a significant shift in how land use and development will be managed across the Buller, Grey and Westland districts. The TTPP replaces the three individual district plans with a single, unified framework. It reflects updates to the Resource Management Act (RMA), national policy statements, and the operative Regional Policy Statement (2020). This change is not just procedural—it has real implications for property owners, developers and communities across the West Coast. 

The decisions now sit within an appeal period. Any person who made a submission on the TTPP (including Variations 1 and 2) may appeal the TTPP Committee’s decision to the Environment Court. The appeal period closes at 5pm on 24 November 2025.

While we are in the appeal process, it’s important to note that the TTPP is generally more restrictive than the previous plans. Activities that were once permitted may now require resource consent. It’s essential for anyone considering development to check how the new provisions affect their site

We’re seeing significant changes in zoning, minimum allotment sizes, and new overlays like Significant Natural Areas and Outstanding Natural Landscapes. These changes will shape how land can be used and developed moving forward.
