The Timaru District Council (TDC) is developing a series of documents to shape the future of stormwater infrastructure development throughout the district. We worked with the Council to draft the comprehensive Stormwater Design Guidelines. These guidelines serve as a crucial resource, ensuring TDC meets its obligations under the Resource Management Act (RMA). These guidelines provide invaluable guidance on stormwater treatment and attenuation requirements, considerations for receiving environments, and matters of significance to mana whenua. DO delivered various detailed design examples to effectively mitigate the impact of stormwater runoff.

 

In addition to the Stormwater Design Guidelines, TDC is developing a new Infrastructure Design Standard (IDS). This IDS will serve as a compliance framework for various aspects of the District Plan, with a particular focus on subdivision, stormwater, and transport chapters. Recognising our expertise in the field, we were engaged to conduct a thorough peer review of the draft chapters. We were responsible for evaluating the feasibility of implementing the proposed guidelines within the district’s diverse developments. DO carefully assessed the applicability and relevance of the technical design elements, ensuring they align seamlessly with the local context.

 

To facilitate this process, TDC adopted the Infrastructure Design Standard used by Christchurch City Council though modified to Timaru’s unique requirements and its compatibility with the new stormwater guidelines. DO worked with the Council to provide three development case studies to clearly demonstrate how the IDS chapters would be adopted and how they would work in practice as well as highlighting any deficiencies.
